The base of the balusters as well as the tops follow the "rake" angle (the angle of the stairway).
How to order these balusters: For 34" - 38" rake heights and two balusters per tread: For 34" to 35" rake heights use a 34" first baluster and a 38" second baluster. For a 35" to 38" use a 38" first balusters and a 42" second baluster.
For 34" to 38" rake height and three balusters per tread: For 34" to 35" rake heights use a 34" first baluster, 38" second baluster and a 42" third baluster.
For a 35" to 38" rake height you'll have to use a 38" for the first baluster and 42" for the second and third baluster. When using a three baluster per tread system at least two of the baluster bottoms will need to be trimmed for proper alignment.
Warning: At a 35" to 38" rake height the 42" baluster may be too short to fit under a gooseneck fitting.
